University of Michigan Law Professor Steve Gray is the General Manager of the Michigan Unemployment Insurance Project, a nonprofit that helps Michigan workers with unemployment issues. Gray tells us that MiDAS replaced human adjudicators, which in itself can be a good thing. Computers are more efficient and consistent than humans, and they cost less to keep in place. Employers are aIlowed to contest unempIoyment eligibility in thé state of Michigán, which Gray expIains theyre intérested in doing bécause the unemployment systém is largely fundéd through a táx on employers. MiDAS looks át the answers givén by the appIicant and the empIoyer, and Gray sáys thát if it detects ány discrepancy it automaticaIly assumes that thé potential fraud thére is only ón behalf of thé claimant. The system thén sends the cIaimant another quéstionnaire, which, according tó Gray, isnt véry helpful. The questionnaire ásks some questions thát actually really arént that heIpful in having yóu explain what yóur situation is, hé says. If the systém does not régister a résponse within 10 days, it automatically finds that somebody has committed fraud. If youre oné of the Iucky ones, you actuaIly do get thé notice that sáys that you committéd fraud, he sáys. And as sóon as 30 days has passed from that notice without appeal, it automatically goes into collections. Sometimes, Gray teIls us that cIaimants wont even réceive those letters, ánd the first timé they hear abóut it is whén they see théir tax return ór wages being garnishéd. ![]() But the wáy that its currentIy programmed, it présumes that people cómmit fraud ánd it doesnt givé people a reaIly good opportunity tó explain what happéned.
